1: not really, but some chargers come with a discharge facility. Never used mine myself, and not had any noticable degredation in my battery life.

3: Basically the cell batteries have something called charge memory, so basically if you half charge it continually then in the end it will only half charge. Same as discharge, if you discharge it half way then plug it back in after a while it will only charge that amount. The discharger eliminates this by discharging the battery to near flat, allowing it to recharge to its maximum potential each and every time
